This head bolt kit has a guide plate for drilling and tapping. This tooling will install a M10x1.5 insert 6mm deep in the block which is factory. 

Commonly used in BMW 3 Series and 5 series. Kit contains 14 Big Sert inserts PN 50155 (24.5mm length).

Question - What is the largest size hole that can still be repaired?

Answer - The stepped core drill bit diameter is 31/64" or 12.3mm. Therefore the hole ideally would be smaller than that so that when it's drilled a nice smooth hole will be made to accept the tap creating full threads to accept the insert.
